I just installed Mojave on my (upgraded) early 2011 MacBook, using dosdude’s Mojave Patcher software, and despite being not officially supported it feels noticeably faster than High Sierra on the exact same hardware, (my MacBook is substantially upgraded from the original specs, I have 16GB RAM, and a 250gb Samsung 860evo SSD, with a terabyte. After installing Mojave on your unsupported Mac you will get the circle with the line through the middle meaning that the Mac is unsupported on the particular OSX you need to hold option on the boot and select the flash drive again and the the bottom left when doing this scroll down and the very bottom of that list there should be something that says OSX mojave patcher which you need to click then select your model of Mac for yours if I’m not mistaken should be (MacBook Pro 8,1) once doing.

Install macOS

You're correct that you need to upgrade to OS X El Capitan before you can upgrade to macOS High Sierra.

Since you're unable to reinstall the Mac OS X Lion through Recovery, see if you can boot into Internet Recovery. To access Internet Recovery, restart your MacBook Air and hold down Option + Command + R. This will allow you to reinstall OS X Lion.
